Councillors approved McDonald's changes to The Stanborough on 22 October by 8 votes to 3. The use was never up for debate; the signs are a separate application.

Updated 5 November: the council issued the decision notice on 30 October, and work must begin within three years. Conditions limit noisy works to 8am to 6pm on weekdays and 8am to 1pm on Saturdays, with none on Sundays or bank holidays. Plant noise must not exceed background levels at the nearest home, and the kitchen extract must meet odour guidance. The separate signage application, 6/2026/1375/ADV, was still under consideration on 5 November.

McDonald’s has planning permission for its changes to The Stanborough, the empty former Beefeater on Stanborough Road in Welwyn Garden City.

Welwyn Hatfield’s Development Management Committee approved the application on Thursday 22 October. The vote was 8 in favour and 3 against. The council announced the result the next day.

The application had drawn 387 objections and 35 letters of support. Speakers opposing it addressed the committee before the vote, the council said.

What was approved

Application 6/2026/1232/FULL covers the outside of the building and new roof equipment only. In the council’s words, it was limited to:

  • external alterations, including changes to the elevations and finishes
  • replacement rooftop heating, ventilation and air conditioning equipment
  • associated works

The committee was not deciding whether a McDonald’s could open there. The building already has a lawful restaurant use, confirmed by a certificate of lawfulness. The officer report dates that certificate to August 2024. No drive-through was proposed.

Why objections did not stop it

Residents raised traffic and road safety, the site’s closeness to schools, public health, litter, noise, parking and the character of the area. We set out those objections, and the two Handside ward councillors’ concerns, in our preview of the meeting.

Council leader Rose Grewal, who is also the executive member for planning, said many of those concerns were about wider issues. She named public health, wellbeing and the effect of fast food outlets.

“The Council can only determine the planning application that is before it and must do so in accordance with planning law,” she said. “The issues many residents wished us to consider fell outside the scope of the application.”

She said health and wellbeing would be considered “strategically” through the emerging Local Plan.

What it means for you

  • McDonald’s can now repaint and reclad the building, add the new doors and entrance, and fit the roof plant. The officer report says work must start within three years.
  • The report recommended conditions limiting construction noise to 8am to 6pm on weekdays and 8am to 1pm on Saturdays, with none on Sundays or bank holidays. The decision notice, which will list the final conditions, has not yet been published.
  • The illuminated “McDonald’s” lettering and golden arch signs need separate consent under application 6/2026/1375/ADV. The council’s planning register could not be reached on Sunday 25 October to check its status. We will report it when it is decided.
  • No opening date has been announced.

If you want health and fast food policy considered, the place is the Local Plan. Its Regulation 19 consultation closes at 6pm on Thursday 5 November. Our planning news page explains how to respond.

The minutes of the meeting have not yet been published on the meeting page. They will record how each councillor voted if a recorded vote was taken. Parking near the site is covered in our Welwyn Garden City parking guide.
